EMG was contracted by DHS/FEMA to develop their Energy Management Program. The purpose of the energy audit was to provide a comprehensive program to comply with several energy-related legislative mandates and acts including, but not limited to, Energy Policy Act of 2005, Energy Independence and Security Act (EISA), Executive Order 13423–Strengthening Federal Environmental, Energy and Transportation Management, and Executive Order 13514. The program included benchmarking of energy usage in Energy Star Portfolio Manager, the relative energy efficiency of the facility based on Level II energy audits, and specific recommendations to optimize energy performance
of the buildings, improve reliability, and reduce overall energy consumption at
the facilities.

EMG performed a comprehensive energy audit of 1,500,000 square feet of facilities across North America. EMG assembled a multi-disciplined project team. The engineering team, led by a certified energy manager, surveyed all building HVAC systems, lighting, operations, controls, structural elements, envelope,
R-values of components, and EMSs. Based on information gathered in the field and review of utility rates, field engineers, and field records, EMG identified opportunities for energy savings, reductions in fossil fuel emissions, and projected energy/utility savings.

EMG provided DHS/FEMA with statements of energy performance, energy audits, and a detailed energy program. The energy program included entering field data into a customized Real Property Management Database, development of energy training and awareness webinars, a socialization and awareness program for all portfolio stakeholders, and recommendations for renewable energy opportunities to include solar, wind, geothermal, and CHP. Deliverables included a final portfolio summary report that identified recommended ECMs and operational changes across the entire portfolio.
