DEPARTMENT OF TRANSPORTATION FACILITYEMG was contracted to perform a Phase I Environmental Site Assessment on a state Department of Transportation Facility and a state Department of Central Management Services Facility. The buildings were being considered for demolition and future redevelopment. The facilities were originally constructed in the late 1930s and current operations included maintenance and repair of trucks and vehicles, storage of equipment and trucks, road sign assembly and storage of salt. Surrounding properties included retail facilities, a vehicle emission testing facility, auto repair facilities, a gasoline service station and multifamily dwellings.

EMG identified that the property had been involved in the current and past use of hazardous materials, and identified current and past underground storage tanks. Surface features from a previously used heating oil underground storage tank (UST) were also identified by EMG. EMG recommended that the tank be removed and the soil be tested for potential contamination. EMG also identified asbestos-containing materials as part of a pre-demolition survey. EMG recommended that an Asbestos Operations and Maintenance Program be put in place, which is sufficient to maintain the buildings in their current use. Further Phase II subsurface investigation was also recommended for on-site concerns including the past use of chlorinated solvents, the past use of several potential PCB-containing former in-ground hydraulic lifts and elevators, and operation of former USTs.DEPTARTMENT OF TRANSPORATION FACILITY
EMG also recommended follow-on to review the regulatory status of the Project's current open-case leaking UST (LUST) listing, and a suspect UST location at the property. Standing water in an equipment room at the facility was identified as a potential mold concern and EMG recommended removing the water and taking measures to prevent further water intrusion. Additionally, EMG identified an off-site, adjacent LUST site (former gasoline station) with the potential to impact the Project.

EMG recommended performing a review of regulatory files to evaluate the status of the off-site facility and its potential to impact the Project. If it is decided that the buildings are definitely going to be demolished, the necessary abatement process must be put in place in accordance with state, local and federal regulations.
