EMG
was hired during a performance-driven competitive bid process, to provide
assessments to the Archdiocese of Baltimore to assist them in their capital
needs planning. The project portfolio consisted of over forty sites totaling
almost two million square feet. Some of the unusual aspects of these projects
included the format requiring use of specific Construction Specification
Institute (CSI) Manual of Practice, multiple building types per site and
uncertainty in property ownership.
EMG
outperformed competing firms to win the bid by performing a three-site demonstration.
After completing the demonstration, EMG met with the Archdiocese to discuss
the remaining portfolio and proposed methodology to complete the assessments.
EMG's solution to the unusual tasks required many non-standard procedures.
The methodology included three research sessions where EMG personnel reviewed
the client's records; many of which date back to the early 1800's. EMG also
incorporated an adaptive approach using in-house skills to redesign assessment
and costing applications. EMG then used this information to determine which
buildings needed to be assessed and generated an urban parish listing. Utilizing
EMG field management personnel, EMG took on the task of informing individual
sites about the goals of the assessment in order to schedule and confirm
a visit. Finally, EMG deployed a team of professionals who each visited
multiple sites.
EMG
supplied the client with over 40 consistent and cohesive reports detailing
capital needs for each building at each location. The assessments resulted
in identifying approximately ten million dollars in repairs necessary within
the time periods from 90 days to 12 years. EMG further assisted the client
with a simple summary report, which outlined the total costs for the project
by building. The client used this information for key decision-making in
assessing the capital requirements as they relate to the demand for the
multiple sites. This successful project has led to a third engagement with
the client inviting EMG to assess the schools within their portfolio.
