Economic Impact Analysis
EPA’s Office of Brownfields Cleanup and Redevelopment has commissioned ICF Consulting
to prepare an Economic Impact Analysis for the proposed All Appropriate Inquiry
regulation, which was released on August 3, 2004. The analysis predicts an increase
of between $55 and $540 for the preparation of a Phase I Environmental Site Assessment,
using the All Appropriate Inquiry regulation, as compared to ASTM 1527-2000.
The increase is attributable, at the lower end of the range, to the additional
labor cost associated with tasks defined by All Appropriate Inquiry. The increase
at the higher end of the range is attributable to the labor cost associated with
having an Environmental Professional, by definition, conduct the majority of
the components of an All Appropriate Inquiry. The proposed regulation does not
require that an Environmental Professional perform all aspects of the Inquiry,
but must be in a supervisory position and make the prescribed declarations regarding
the compliance with the regulation. Based upon ICF Consulting’s analysis, other
direct costs would not increase under the All Appropriate Inquiry regulation
for the users transitioning from ASTM 1527-2000.
